System Summary:

CycCovert is an off the shelf suite of RIPA compliant software applications delivering effective Management for Covert Policing which includes Cyclops products of CycComms, CycSurveillance, CycCHIS and CycTSU. The software provides comprehensive functionality to manage Covert Operations, access and acquisition of Communications & Internet Data including RDHI, electronic Analysis of Data, Technical Surveillance Unit (TSU), Covert Authorities, Covert Human Intelligence Sources (CHIS) Management and Covert Intelligence Dissemination.

System Details:

The RIPA Authorisations Software Suite from Geoff Smith Associates Limited encompasses the policing responsibilities and management of all Applications, Covert Intelligence Recording and Operational processes under the following legislation of Regulation of Investigatory Powers Act 2000, Police and Criminal Evidence Act 1984, Human Rights Act 1998, Human Rights (Amendment) Act 2000, Police Act 1996, 1997, 2001, Data Protection Act 1998, Policing and Crime Act 2009and the Criminal Procedure & Investigations Act 1996. As standard with all Geoff Smith Associate’s solutions the system is modular and flexible backed up within a secure separation of environments, permitted access, with comprehensive system auditing of all transactions provided for complete security and trace-ability and a range of security options to suit every requirement. Security of access is ensured at all times on a separated individual, application, record, document and operational level. The solution is MoPI compliant and maintained by GSA to be up to date from a Legislation/Code of Practice/Inspection/Best Practice perspective.

The suite of products is modular and can be purchased separately or as a Suite. The building block elements of the solution comprise an InfoBase Record and Document Management with an underlying automation of Business Processes which unifies the solution into a seemless procedure of business related activities. The InfoBase is a data management tool customised to its CycCovert role providing comprehensive activity recording and management facilities with Tasking capabilities, management statistics and flexible total content and metadata search options. Each InfoBase has an integrated feature rich Document Management System which is PD0008 evidential admissibility compliant and enables the storage of related documentation, emails, files, and generated template documents.

CycCHIS is a covert Human Intelligence RIPA compliant Authorisation and Management system. This solution assists with the management of use and conduct of “Sources”, including recruiting, tasking, controlling payments in line with the National Matrix and Management Reporting Tools. Information may be sanitised and disseminated through the internal security rules in the system to external Intelligence Systems protecting the true identities of sources and handlers / controllers. The system is fully audited and secure in line with Force Security models and is provided with integrated Document Management enabling the storage of related documents & electronic files.

CycSurveillance is a Surveillance Application and Authorisation management system that follows a simple and effective application and authorisation process for RIPA and Police Act (Directed, Intrusive, Property Interference and non-regulated Applications) which is compliant with current legislation and Codes of Practice. The system reduces the overhead of effort for the CAB by ensuring the business process is maintained and audited. It allows easy compliance in line with OSC standards. Management and resulting statistics are delivered as a core component within the system ensuring the best and most effective use of resources. The system links directly to the CycTSU module ensuring minimal user effort and avoiding input duplication. The systems allow easy and effective management of surveillance product.

CycTSU provides a corporate Surveillance Equipment, Storage Media and Product management system that enables the recording of equipment, storage media and product details such as specifications, ownership, location, purchase information, clear-down, retirement and destruction. The solution records Jobs, Operations, Observation Points and related Nominals and enables the linking of these key data entities, for example, highlighting links between Operations, Surveillance Jobs and the Equipment used. The system integrates with the Surveillance application to ensure the collaboration between departments. An integrated Document Management facility enables the storage of related Equipment Guides, Invoices, Maintenance Schedules etc.

CycComms is a Software Tool from Geoff Smith Associates providing a complete RIPA & IOCCO Compliant Communication Authorities Management system. The system is a completely Integrated Request and Case Management recording solution for telecoms applications with underlying WorkFlow, Document Management, Template Generation and Data Integrations to external systems including Communications Services Providers. CycComms is proven to reduce bureaucracy and the system provides huge opportunities for intelligence gains.
