CycComms is a Software Tool from Geoff Smith Associates providing a complete RIPA & IOCCO Compliant Communication Authorities Management system. The system is a completely Integrated Request and Case Management recording solution for telecoms applications with underlying WorkFlow, Document Management, Template Generation and Data Integrations to external systems including Communications Services Providers. CycComms is proven to reduce bureaucracy and the system provides huge opportunities for intelligence gains. For the SPoC the system is functionally rich with Automated Real-Time Checks within a powerful and flexible solution. The paper free solution provides Intuitive Web Based Wizards for applicants and Designated Persons ensuring minimal training is required. The solution is verified as RDHI Version 2 compliant and ready.

System Details:

CycComms is a complete RIPA compliant solution for managing the authorisation process of requests for communications data available from Geoff Smith Associates Ltd. Designed and developed in partnership with serving Police Officers for ease of use and for a focussed, fast and efficient paper free business process. The software is available off the shelf (COTS) providing an effective and RDHI ready solution with an end-to-end business process. CycComms is one of the software modules in the CycCovert suite of RIPA compliant applications which includes CycSurveillance, CycCHIS and CycTSU. The system has many users in UK Police Forces and law enforcement Organisations consequently there is an active User Group which meets regularly. GSA works with the User Group and its findings to provide continual software scheduled updates ensuring compliance with Legislation, Code of Practice, IOCCO and Operational best practice.

For the SPoC, the system provides a Submission, Recording, Authorisation and Management process for all information and activities relating to Telecoms Data Applications to CSP Telecoms Companies. The Solution provides for RIPA Telecoms Data Applications, Short RIPA, Out of Hours, Urgent Verbal and Non RIPA Application management. SPoC Officers use a management console (with an underlying and automated business process and Tasking) to view Applications, gain approvals from Designated Persons, submit and manage applications to Communications Service Providers (eg BT, 3G) and sanitise and return results to Applicants. In addition to a Messaging System, the solution is wholly underpinned with an automated business process tasking individual Users and User-Groups for processes and actions. Automatically generated as part of the process is all required template documentation, real-time notification of key data duplication, entries in the SPoC Log, determination of appropriate CSP using OFCOM data, Integral approval process for consequential Subscriber checks and built in alerts for both SPOC and Applicant (configurable by SPOC) for when an Authority is approaching expiry.

The system Integrates to Telecommunications Companies, Home Office C-Cube and OFCOM and includes the ability to comprehensively manage related Policing Operations, Telecoms Industry CSP Contacts data and Subscriber Call Data within separated updatable databases. Functionality for Policing Operation access, grouping, costing and tracking is provided. For CSPs, provision is made to separately manage Telecoms Industry Contacts data including CSP contacts, tracking and monitoring of CSP costs data, Applications, and storage of CSP related documents such as invoices. A separate database of Subscriber, Call Data and Identified Call Data is continually updated through manual and automated updates. RDHI Version 2 Interface functionality is seamlessly integrated into the solution and this is tested and ready for use for each available CSP in compliance with ETSI Guidelines. A semi-automated Data Import facility for non RDHI data is provided which standardises all non Standard Data from CSPs into an RDHI format for CSPs who currently do not use a Data Sharing format. Automated. The Subscriber InfoBase provides support for recording and management of Phone Examination Requests and the ability to upload data sets such as Officer contacts and BT Kiosk data sets. Access to the system is permission enabled down to an individual user, record or document level.

The SPoC's system includes a full integrated Document Management System providing the ability to view and capture all related documents, emails and all computer files including generated template documents, CSP results documents, scanned documents, files, images, responses. The Document Viewer is compliant with PD0008-Legal Evidential Admissibility and contains a range of relevant document related functions including ability to search, collate, copy, print, email, export, copy, generate Case Files and redact (sanitise) documents. A full document Version History, auditing and traceable event log is provided from a Security perspective.

For the applicant, system access is user permission enabled via a web-based Information-Request Management Software Tool for managing Telecoms Information-Requests where Officers can apply for Information, receive Responses and manage their Information-Requests via the Intranet. They utilise tailored Web Request Forms offering simple, intuitive operation with Look-Up lists for ease and data-quality and customisable Help-Text. Applicants receive real-time updates of progress and management of returned Results from the SPoC including the ability to request and generate SPoC Statements. The system automatically routes Applications based upon the defined Business Process and Officers are prompted by Messages and automated Email Notifications. The web system offers comprehensive Search Facilities including Free-Text and Meta-Data search for permitted system data and searching of type written content within documents.

For SPoC Managers, the system provides the ability to search all system-data, with a comprehensive analysis and searching tool which provides a powerful Subscriber Intelligence capability. A full Toolbox of options provides the ability to search, query, sort, filter, print, email and export data and documents to a range of formats. There are extensive facilities enabling system administration and maintenance of static data including drop down options and HELP Text. A formalised Semi Automated handling for recordable and reportable Errors and Cancellations is provided. Additionally the system enables the automated generation of National Returns and other reporting. The solution is fully MoPI compliant for data and documents encompassing creation, retention, searching and destruction. A comprehensive system auditing of all transactions is provided for complete security and trace-ability. Security of access is ensured at all times on an individual, application, document and operational level with the availability of secure separation of CycComms Systems within one Organisation, for example, separated systems for PSD and SB.
